Dr Michael Kelly JP
Each High Sheriff is required to appoint an Under Sheriff, although it is quite common for an Under Sheriff to serve for a number of years, providing continuity between High Sheriffs. Dr Kelly’ s predesessor – Caroline Breckell MVO DL served as Under Sheriff for 18 years, Dr Kelly’s role is to advise, support and act as a point of contact for the High Sheriff. In addition he helps with the coordination and organisation of the Installation of the High Sheriffs, the Service for the Judiciary, the High Sheriff’s Garden Parties and Court Award ceremonies. Dr Kelly was appointed Under Sheriff on the 10th April 2026 at Guildford’s Guildhall during the Installation of High Sheriff – Joosje Hamilton DL.
